This State of Emergency is in relation to the 2019 novel Coronavirus outbreak (“COVID-19”), which the World Health Organization designated as a Public Health Emergency of International Concern and the United States Health and Human Services Secretary declared a Public Health Emergency for the entire United States. Voters Encouraged to Vote Absentee for April 7 Election

Village of West Milwaukee – Because of the COVID-19, voters in West Milwaukee are strongly urged to act now to vote absentee or in person absentee for the April 7 Spring Election and Presidential Preference Primary.

Polls will be open in West Milwaukee for those who need them on Election Day, but most voters should vote absentee for this election. 

If your name or address has changed since the last election, you need to register with your current information.  You can check your registration status at https://myvote.wi.gov, click on “My Voter Info.”

If you know you are registered but cannot find yourself on the website, you should contact your clerk or Wisconsin Elections Commission. There is possibly a typo in the spelling of your name or your date of birth. Voters who cannot find themselves on MyVote should call their municipal clerk’s office at (414) 645-1530 ext. 124 or call the Wisconsin Elections Commission at 866-VOTE-WIS (866-868-3947) or 608-261-8005.

Online voter registration is available at https://myvote.wi.gov. There are two ways you can register using the website:

• People with a Wisconsin driver license or state ID card whose address is current with the Wisconsin Department of Transportation can complete their online registration immediately. People who need to update their address with DOT can accomplish that online and complete their online registration.
• People without a Wisconsin driver license or state ID card can fill out the voter registration form online, then print it, sign it and mail it to their municipal clerk’s office along with a proof-of residence document. The website has detailed instructions. If you do not have a printer where you are, you can save the completed form as a PDF and make arrangements to have a family member or a friend with a printer, or a copy center, to print it for you.

Blank voter registration forms are also available at the clerk’s office, 4755 West Beloit Road during these hours: 8:00 am – 4:30 pm.

Voters who miss the deadline may also register in their municipal clerk’s office until the Friday before the election, April 3 or at the polls on Election Day.

How to Request an Absentee Ballot

Voters can register or track their absentee ballots at MyVote Wisconsin, https://myvote.wi.gov.

Just look for the “Vote Absentee” button near the top of the page. On a mobile phone, use the menu button in the upper right corner of the website. There is a three-step process that starts with putting in your name and date of birth, followed by requesting your ballot. If you don’t already have a photo ID on file with your clerk’s office, you can upload a copy. Mobile phone users can take a picture and upload it to MyVote. Absentee ballot requests submitted this way go directly to your clerk’s office, and you can track your ballot by returning to the website.

Voters who are indefinitely confined, meaning they may have difficulty getting to the polls for reason of age, illness, infirmity, or disability are not required to provide a photo ID.  Voters in care facilities can have a representative of the facility confirm the resident’s identity instead of providing a photo ID.  More information on photo ID and exemptions can be found at bringit.wi.gov. 

The deadline for registered voters to request an absentee ballot be mailed is the Thursday before the election or April 2. However, voters are urged not to wait, due to possible delays in mail delivery.  If you get an absentee ballot mailed to you, you can still decide to vote at the polls on Election Day if you haven’t returned it.

Your absentee ballot must be received in your clerk’s office or at your polling place by 8 p.m. on Election Day. Again, voters are urged to request and return ballots as soon as possible.

COVID-Update West Allis Heath Department

Starting Friday, March 20th until further notice…

The Village of West Milwaukee has suspended all timed parking restrictions to accommodate residents who are home due to COVID-19. Vehicles parking overnight will not be required to alternate side park,  but must have valid night parking permits.

Vehicles must abide by all other parking regulations, including posted “NO PARKING” signs. Parking Enforcement will focus on safety-related violations including unauthorized parking in a handicapped space, obstructing traffic, and parking too close to an alley/driveway/fire hydrant/crosswalk.

Additionally, No Parking in a Loading Zone will be actively enforced. Per Wisconsin statute, a vehicle must be attended while actively loading/unloading so that it may promptly be moved in case of an emergency or to avoid obstruction of traffic.

Changes to Village Operations

In an attempt to limit the spread of COVID-19, the Village of West Milwaukee is limiting public access to Village buildings, including the following: Village Hall, Public Works, Police Department (lobby), and the West Milwaukee Community Centre’. The Fire Department, Police Department, and our Emergency 911 Dispatch Center will operate as they always do, but the administrative offices and lobby will be largely closed to the public except for a few circumstances (i.e. absentee voting/registration).  We want to thank you for your patience and understanding during these uncertain times. Our community’s safety is our number one concern, and we all should be vigilant in doing our part to help slow the spread of this virus. 

At this time, staff will be present at these facilities during regular business hours in order to assist citizens with any questions, requests, or payments via phone or email. Details are outlined below. 

911 Emergency Dispatch Services

• The dispatch center has enhanced call screening and is taking additional precautions when answering 911 calls that involve complaints of a sick person, fever, cough, respiratory illness or other breathing problems. These questions will allow us to take precautions to avoid exposure and spread of COVID-19 for the first responders and the public.
• 911 is for life-threatening emergencies only, and our non-emergency number, (414) 645-2151, is for all other questions. 911 calls take priority over non-emergency calls, and the public may be put on hold while taking those calls. Misuse of 911 can result in a citation if used improperly.
• Please do not call 911 for shortage of supplies.
• Please do not call 911 for the Health Department or questions about the virus.

Accident Reports

• Minor, non-injury traffic accidents may be self-reported to the Department of Transportation at WisconsinDOT.gov/CrashReporting. Make sure to still exchange information with the other driver: name, phone number, license plate number, and insurance company.

Clerk/Treasurer’s Office

• Anything normally paid at the Clerk/Treasurer’s Office in-person can be done through the lockbox and/or by mail. Department of Public Works

• Recycling and garbage collection will continue as normal in the Village of West Milwaukee. Municipal yards and drop-offs are open to the public.

Elections/Voting

• In-person absentee voting is still available until April 3rd until 5 pm at the Village Hall located at 4755 West Beloit Road.
• If you apply for an absentee ballot in your municipal clerk’s office, you must vote immediately, seal your ballot in the proper envelope, and return it to a member of the clerk’s staff.  No ballots may be taken from the clerk’s office.

Health Department

• The West Allis Health Department is currently operating only by appointment, including WIC. To contact them, please call (414) 302-8600 or email health@westalliswi.gov.

MADACC

• Effective immediately, MADACC will keep the lobby closed to traffic except for stray/bite case drop-offs/reclaims and adoptions. For more information, please visit their website. You may also call them at (414) 649-8640.

Municipal Court

• The West Milwaukee Municipal Court has postponed court scheduled for March 31st, April 21st, and April 28th. 
• You may contact the Municipal Court by calling (414) 645-5411. If there is no answer, leave a message with your name and phone number for a return call.
• The court is limiting their hours to 9am-11am Tuesday and Thursday.  Please leave a message and your call will be returned.  

Police and Fire Services

• The West Milwaukee Police Department and Fire Department will continue operating 24 hours/7 days a week. The lobby is only open for emergencies. 

Property Tax Payments

• The second property tax installment is due April 30th.
• Tax payments can be dropped off in the depository box at Village Hall (4755 W. Beloit Rd., across from the dispatch window), or mailed to Village Hall (4755 W. Beloit Rd., West Milwaukee, WI 53214).
• You will receive a receipt for your tax payment in the mail.

Ticket/Citation Payments

• Citizens may pay traffic, municipal, and parking tickets online or by phone. 
• Traffic and municipal citations may be paid online at GovPayNow.com or by calling 1 (888) 604-7888. Please use agency code #7885. It is necessary to have your citation number and amount due available.
• Parking citations may be paid online at ParkingTicketPayment.com/WestMilwaukee or by calling 1 (866) 981-7546. It is necessary to have the license plate number and amount due available.

Village Hall

• Village Hall will be closed to the public, effective immediately, except for in-person absentee voting and registration. 
• Village Hall staff will report to work throughout the closure period. Our phone lines will remain operational and staff will answer calls during normal business hours, 8:00 a.m. to 4:30 p.m.

This declaration is in line with action taken by the Federal, State, and County levels of government. This declaration enables Village officials to exercise powers in an expedited manner at the local level in the interest of health, safety, welfare, and good order of the Village of West Milwaukee.

COVID-19 Public Health Emergency – Order Restricting Food and Beverage Sales in West Milwaukee effective as of 2:00 p.m. on Tuesday, March 17, 2020

COVID-19 Order Restricting Food and Beverage Sales Under the authority of Wis. Stat. § 252.03(2), the West Milwaukee Public Health Officer, under contract with the Health Department of West Allis pursuant to Wis. Stat. § 251.02(2)(a)2., in coordination with the Village of West Milwaukee Village President and the Milwaukee County Executive, order the following:

A. Effective as of 2:00 p.m. on Tuesday, March 17, 2020, and continuing until further notice, food and beverage service is restricted as defined in section B.1 in the Village of West Milwaukee unless otherwise exempted in section B.2. This order builds on the restrictions in the “Order Prohibiting Mass Gatherings of 10 or More People”1 issued by Governor Evers on March 17, 2020, to meet the needs of the Milwaukee metropolitan area, which is beginning to experience community transmission of COVID-19.

B. Food and Beverage Service Restrictions and Exemptions

1. Restrictions: Operators of the locations listed below shall comply with the identified restrictions until further notice, unless otherwise exempted in section B.2.

• Liquor, beer and wine sales in the Municipalities are restricted to carry-out sales and delivery only, to the extent permitted by law. No onsite consumption is permitted.
• Food and beverage sales are restricted to carry-out and delivery only. No onsite consumption is permitted.

2. Exemptions to issued closures and guidance for operating facilities

• Food service in health care facilities.
• Food service and catering at weddings or funerals.2 iii. Lines for carry-out must have an environment where patrons and staff maintain social distancing (six feet away from other people) whenever possible.
• Everyone is urged to continue to wash hands, utilize hand sanitizer and practice proper respiratory etiquette (coughing into elbow, etc.).
• The immediate implementation of this Order is necessary as patrons of bars and restaurants continue to gather in large number, in close proximity to each other, in closed spaces, thereby endangering the health of the staff and the patrons.

In the last few days, we started operating under a state of emergency at the national, state and county level. As you know, travel has been restricted around the globe.  Each of our municipalities are also in the process of issuing city and village states of emergency. We want to offer assurances and best practice recommendations to our residents. COVID-19 is a global pandemic. It is spreading quickly, and the intensity of this virus can be severe; our aging populations are at increased risk with this virus.

The West Allis West Milwaukee School District, has the following schedule:  Monday, March 16, 2020: NO SCHOOL – Professional Development Day; Tuesday, March 17, 2020 – April 3, 2020: ONLINE LEARNING; and  April 6, 2020 – April 10, 2020: SCHOOL IS CLOSED – Spring Break.  All programs, extra-curricular, and sporting events are cancelled.

Libraries are closed, sporting and entertainment events and venues are closed, and many workplaces are trying to conduct their business from remote locations.

In addition to the many recommendations you are seeing about washing hands, disinfecting surfaces and bathrooms, and maintain social distance, we want to offer some additional recommendations to allow our local municipal governments to remain open and offer services.

We are encouraging ALL of our residents to request an absentee ballot for the April 7 election. Voting through the mail reduces public contact with our poll workers, many of whom are elderly retirees.  You can request a ballot here: https://myvote.wi.gov/en-us/ Please do so as soon as possible. It takes time for a ballot to be mailed to you and for you to mail it back.  While you have until April 2 to request a ballot, the possibility of receiving it and having it be received back in the municipality by Election Day is not guaranteed the closer we get to April 2.

Please limit visits to Village Halls – Our community operates with very small village staff. We need to ensure that they remain healthy in order to continue to provide vital municipal services.  Tax payments can be mailed and receipts will be sent to you. Please utilize our various municipal websites to obtain information, or village hall before coming in for information and services.

There is no way of knowing how significant an impact the coronavirus will have on our business or our individual lives. There may be economic repercussions, physical illness, or a combination of both. Although our region has been relatively untouched at this point, there are cases nearby, and the likelihood of an increase in exposure is very possible.

The most severe risk is to older adults, and people with underlying chronic medical conditions like heart or lung disease, and diabetes. You should consult your health care provider immediately and follow their recommendations if you feel you need to take additional steps to protect yourself.

There is currently no vaccine to prevent coronavirus disease 2019 (COVID-19).  The best way to prevent illness is to avoid being exposed to this virus.

On Saturday, March 28th, from 10:00 a.m. to 2:00 p.m., MADACC will hold a Vaccination and Micro-chipping clinic (3839 W. Burnham St.).

The West Allis Health Department is pleased to announce its next scheduled Loving Touch Infant Massage Classes to be held on Tuesday, January 28, 2020 and Wednesday, January 29, 2020 at the Health Department (7120 W. National Ave.) from 10:00 – 11:00 a.m.

Participants will learn the many benefits of infant massage while practicing this gentle art in a very supportive, relaxed atmosphere. The class is facilitated by a certified infant massage instructor.

Class fees to be collected at the first class are $10 for West Allis-West Milwaukee residents and $20 for non-residents. Fees include both days of instruction as well as all hand-out material and surprise giveaways.

Bring a mat or blanket and dress comfortably as class is held sitting on the floor. Infants must be no more than 6 months of age.

On Friday, December 20th, the Village of West Milwaukee recommenced the Golden Ager’s Holiday Party for the 2019 holiday season! Following tradition, the event was held at Pershing Elementary School and featured a delicious buffet provided by St. Florian’s Church, wonderful holiday music, and a choir concert by students of Pershing Elementary.

The Village of West Milwaukee thanks everyone who attended, all of the volunteers (especially including the student volunteers from Pershing Elementary), and all who contributed to the success of the event, including the local businesses who donated to the event.

We hope to see everyone back again for the 2020 Golden Ager’s!
